The FT says that Gordon Brown is concerned that Whitehall departments may try to use consultancies to slide out of the cuts imposed on them by the Treasury.

The Treasury has ordered that departments must cut their administration budgets by five per cent by 2008, in a bid to slash spending on bureaucracy.
