Ofsted chief recommends performance pay

Chief inspector of schools David Bell has called for teachers' pay to be more closely linked to performance.

He criticised the "rules, regulations and bureaucratic boundaries" that prevent headteachers rewarding the best staff.

Bell told the Social Market Foundation he wanted to "maximise the flexibility" for heads and governors.

He acknowledged he held a "minority view" in education circles and he also slammed the "scandal" of secondary education in the UK, which he claimed catered for the few and not the many.
