The number of registered homeless people in Scotland has reached an all-time high, it was confirmed on Monday.
A new approach to the issue by the Scottish Executive has prompted homeless applications from one in 100 Scots.
The news has led to criticism of government policy and an attack on the benefits culture.
The Scotsman newspaper says the number officially counted as homeless by Scotland’s 32 local authorities has doubled over the last 10 years - rising by 24 per cent since devolution.
The Homelessness Bill was passed by the Scottish parliament in 2003. It makes is easier for people to apply for homeless status and gives extra benefits.
The Scottish Executive said the rise can be explained by the legislation and denied that the problem was getting worse.
"By improving their rights, people are encouraged to come forward and get help. This may have lead to some of the previously ‘hidden homeless’ coming forward to claim their rights," a spokesman said.
"Scotland now has some of the most progressive homelessness legislation in the world.
"We are improving the rights of homeless people and widening the duties of local authorities to provide accommodation and assistance."
