MSPs pass local government overhaul

MSPs have backed legislation which will introduce proportional representation for Scottish local government.

Under the Local Governance (Scotland) Bill, which received its third reading on Wednesday, the Single Transferable Vote (STV) system will be introduced for council elections.

The legislation was backed by 98 votes to 18.

In addition it will amend existing legislation to bring the conduct and administration of council elections further into line with Scottish parliamentary elections.

The legislation, which will result in a reduction in Labour's power base, will also lower the age for standing as a councillor from 21 to 18.

And it will repeal laws which established a salary threshold for politically restricted posts within local authorities.

Current legislation will be overhauled to change the law to prevent council employees having to resign once they are selected as a candidate.

In future they will only have to tender their resignation if they are subsequently elected to the council.

A bigger package of fringe benefits could also come into effect - with the introduction of a more generous pension scheme for councillors.

Councils may introduce a system of severance payments for councillors who lose their seats.

The bill also provides for the creation of an independent committee to advise on the detailed arrangements for councillors' pay.
