Threshold assessment in 2004/05 (Round 5)
The Secretary of State announced on 30 April that external verification of threshold assessments in England and Wales would cease from September 2004. This means that in future, decisions on whether a teacher meets the threshold standards will rest with headteachers. Teachers who are eligible will be able to apply to cross the threshold once in any school year.
The Department is currently finalising these simplified application arrangements in consultation with RIG[1]. Subject to statutory consultation in June, our working assumptions are that:
- The threshold standards will be the same as last year.
- Teachers can apply at any time within the academic year subject to any deadlines set out in their school’s pay policy.
- Application forms will be available electronically on Teachernet.
- Assessment will be open to all qualified teachers in England and Wales who are:
- legally covered by the School Teachers Pay and Conditions Document (STPCD) 2004;
- have Qualified Teacher Status (QTS); and
- paid on point M6 of the main pay scale for qualified classroom teachers.
- Teachers assessed as not yet meeting the threshold standards will have the right of appeal.
Final arrangements will be published in September 2004 in the School Teachers’ Pay and Conditions Document and application forms, guidance and support will be available on Teachernet at www.teachernet.gov.uk/pay
