IoD backs level 3 entitlement
27 March 2006
Commenting on the Government’s White Paper on Further Education, the Institute of Directors (IoD) backed the introduction of free education for 19-25 year olds studying for their first level 3 qualification (two ‘A’ levels or an equivalent qualification).
Miles Templeman, Director General of the IoD, said:
“The Government is right to emphasise the importance of FE and to work to enhance its performance. UK businesses need an educated workforce to compete effectively. The commitment in the White Paper to provide individuals up to the age of 25 with free education and training for a level 3 qualification could help to ameliorate the problems of skill shortages and skills gaps.
“Proposals to encourage the recruitment and development of the FE workforce are positive. However, the Government must also address the funding gap that exists between schools and FE colleges. You cannot build excellence on fine words alone.”
He added:
“The notion that colleges should focus increasingly on skills sounds attractive but this cannot be their exclusive priority. Until the day comes when the overwhelming majority of school leavers possess at least a level 2 qualification, the FE sector will have to offer young people and adults a second chance to achieve a basic education. The failings of schools limit the effectiveness of colleges.”
