Tories force tax change to Finance Bill
The government got its slimmed-down Finance Bill through parliament on Thursday, but the Tories won key concessions on delaying controversial new tax avoidance measures.
The Telegraph reports that the bill also reclassifies National Insurance as a tax, putting pressure on Labour promises not to raise rates.
Ministers managed to save several bills in the election rush before the Commons closed, but lost legislation on ID cards and incitement to religious hatred.
The Crossrail Bill was carried over into the next parliament.
