Document reveals Railtrack threat

Rail regulator Tom Winsor was warned that his powers would be removed through emergency legislation if he attempted to save Railtrack, according to minutes dating from a October 2001 meeting, released through the Freedom of Information Act.

During a cold meeting, Stephen Byers told Winsor that the three options of "renationalisation, restructuring to receivership" were open for the troubled rail operator.
