Watchdog attacks Blair adviser
The civil service commissioners have launched a strong attack on the powers of Jonathan Powell, Tony Blair's chief of staff, to issue instructions to civil servants.
They said it was "wholly undesirable that any special advisers should have powers to act, in effect, as junior ministers over areas of government activity whilst being unelected and unaccountable".
