Network Rail will today outline proposals to cut delays it causes train operators by 16 per cent in 2005.

John Armitt, chief executive of the rail infrastructure operator, will tell the National Rail Conference that the company is likely to have caused operators 11.5 million minutes' delay in the financial year that ends at the end of this month.
