Terror laws give Clarke a headache

Charles Clarke came under mounting pressure yesterday following the unexpected release of a foreign terror suspect who had been held without charge since December 2001.

The home secretary is also facing a parliamentary battle to get his new plans for house arrest on to the statute book.

Both the Conservatives and Liberal Democrats are likely to seek changes to the proposals, with extra safeguards for civil liberties.
