The pensions secretary has warned employers they will have to start making occupational savings contributions "the norm" if they want to avoid ministers introducing mandatory schemes.

Alan Johnson told the Association of British Insurers the government would have no choice if firms did not start doing more to fill the pensions black hole voluntarily.
