Housing plans fall short of mayor's target

Ken Livingstone has approved plans for a £3.5 billion redevelopment of Stratford in east London.

The regeneration will see 5,000 new houses built, but only one third of them will be "affordable", in contradiction of the mayor's own 50 per cent target.
