Sir Andrew Foster, who has been reviewing links between the Learning and Skills Council and the education department, has criticised the confusion over roles and responsibilities.

He told a conference yesterday that links were so unclear that colleges and training providers are prevented from delivering government policies, reports the FT.

"If you want to make strategy happen you must know who is responsible for what," Sir Andrew said.
