Tony Blair is demanding five-year policy plans from each department, in order to pave the way for a radical third-term.

The plans are being prepared as Gordon Brown finishes his three-year spending review setting budgets until 2008.

The twin processes are said to be causing renewed tension between Downing Street and the Treasury.
