Balls admits to 'over-centralisation'

Gordon Brown's closest adviser yesterday admitted the government had been guilty of over-centralisation.

"Through our first term we were centralising health policy, we didn't realise early enough that we had to allow greater flexibility and more local decision-making to occur," Ed Balls told journalists at the Foreign Press Association.
