Report slams state of secondary education

Secondary schools in England are suffering from the twin problems of government pressure and deteriorating pupil behaviour, according to a report by Cambridge University's faculty of education.

The study said the government's interventionist policies had brought schools to the point where they could no longer deliver what was expected of them.

Meanwhile, headteachers will be given the final say on the expulsion of violent and disruptive pupils under a Tory scheme to be unveiled today.
