Prescott wants more power for assemblies
The deputy prime minister is reported to be keen to devolve control over local learning and skills councils to his new regional assemblies.
John Prescott wants to increase the range of powers the regional bodies will have, ahead of referendums on their establishment later this year.
But according to the FT, education secretary Charles Clarke is resisting the move to take the annual £8 billion budget out of his department.
