Cardiff's ministers gain new powers
Welsh assembly

Parliament has approved the first move to enhance the powers of the Welsh assembly.

Welsh ministers hailed plans to give the Cardiff assembly the authority to legislate on additional learning needs.

It is the first time the new system, introduced under the Government of Wales Act last year, has been used.

The measure is now set to be rubber-stamped by the Privy Council and is due to receive Royal Assent in April.

Wales Office minister Huw Irranca-Davies said that it was a "new milestone" which showed "that we have the right process in place".

"The approval of the order will allow the assembly to tailor education and training opportunities for everyone in Wales regardless of their needs, benefiting children, young learners and adults wherever they live in Wales," he said.

And the Welsh Assembly Government claimed the law would make a "real difference to the lives of vulnerable learners".

The power would help all learners to "fully participate in the many opportunities that are available in Wales", education minister Jane Hutt said.
