Former union leader Sir Bill Morris has published the findings of his 11-month inquiry into professional standards and employment matters in the Metropolitan Police Service.

The report, which pays particular attention to how complaints from ethnic minority officers are handled, was critical of the UK's biggest force.

It said that minority ethnic officers face serious discrimination, while some managers lacked confidence to manage black and other minority officers.

The Morris inquiry followed the publication of the Macpherson report into the handling of the case of murdered teenager Stephen Lawrence, which found there was "institutional racism" within the Met.

"Some of the practices and procedures, which are centuries old in some instances, do not conform to the requirements of a modern day police service and that is what we are setting out to change," Sir Bill told the BBC.

The study called for outdated police discipline regulations to be replaces, and urged a review of how the Met investigates complaints.

"The statistics indicate clear disproportionality in the way black and minority ethnic officers are treated in relation to management of their conduct," said the report.
