Welsh Tories launch alternative Queen's Speech
Plans to transform the health service and give parents more choice over education are at the centre of the Welsh Conservatives' alternative Queen's Speech.
The party also proposed further legislation covering non-devolved matters to tackle the pensions' crisis and binge drinking.
Tories say they would introduce a "patients' passport" scheme to reduce waiting lists and guarantee treatment in either an NHS hospital or privately within a set time.
Proposals also include establishing a National Gallery and National Archive for Wales, along with more specialist schools.
"The people of Wales deserve better. Since 1997 this Labour government has been letting them down on public services," said Nick Bourne, the party's leader in the assembly.
"Our three proposals on health, education and housing are aimed at improving the quality of life for people across Wales.
"They will deliver tangible benefits and restore people's faith in politicians' ability to make a positive difference.
"We also believe that it is essential to make a statement about Wales' national identity with specific measures on culture - and for a fresh look at ways to make the National Assembly work more effectively."
