Lib Dems plan 'exciting' London

More police, reform of the congestion charge and late night Tube trains are set to form the centrepiece of Liberal Democrat election campaigning in London.

The party published its "London united" manifesto for the Capital on Monday, vowing to make the city "the most exciting place in Europe and the world".

Mayoral candidate Simon Hughes said he wanted an "easier, safer and more united London".

"My vision is nothing less than a Greater London, the most exciting place in Europe and the world, where we are united in making this great capital a place we are all proud to live not some of the time but all of the time," he added.

Policies include a "minimum policing guarantee" for every borough by 2008 and more visible policing of all mainline stations and CCTV for every train and tube station

The party also set out a 10 point plan to prevent terrorist attacks and protect Londoners in the event of an attack, reforms to the congestion charge scheme to make payment easier, and late night Tubes on some nights.

"We must make this great capital city into our community, our town and our kind of place again," said Hughes.

"That is what I pledge to do, and that is what this manifesto is all about."

Key Points Include:

  • Ensure that every neighbourhood in London is provided with its own designated "community police
    force" by 2006.

  • Carry out immediate negotiations with the rail authorities, train operating companies and local boroughs to ensure CCTV and emergency phone points for all stations are kept in a good state of repair.

  • Immediate talks with the government for an increase in the civil defence budget for London.

  • Allow an extra day to pay the congestion charge, with the ability to block book tickets.

  • Extend the running times of the Tube network until 2.00am on Thursday, Friday and Saturday nights.


  • Give a greater voice to representatives of the business community.
