The 1997 election victory was as big an historical opportunity as was 1945 but top-down bureaucratic reform has undermined the ethos of public service, the country has become more unequal and after Iraq the world has become more dangerous and bitterly divided. And truthfulness has been cast aside. Some good has been done, but it has basically been a terrible wasted opportunity.
