Civil Aviation Act 2006
The Civil Aviation Bill will implement commitments made in the Future of Air Transport white paper to develop sustainable aviation and protect passenger interests.
Under the Bill, measures will be brought in to tackle aircraft noise, and airports will be given powers to charge for local emissions.
In addition, new powers will provide for a levy to replenish the Air Travel Trust Fund to help customers of failed tour operators.
Around £200,000 a year will be saved through a scheme to enable the Civil Aviation Authority to recoup the costs of its Aviation Health Unit, and red tape will be cut from the airline route licensing appeal system to speed up the process.
The Bill also allows for local authority airports to compete on a more level playing field to compete with privately owned airports.
