Private Parking Enforcement (Regulation) Bill (Failed Bill 2004/05 Session)

Annette Brooke (Lib Dem, Mid Dorset and Poole North) introduced the Private Parking Enforcement (Regulation) Bill under the ten minute rule procedure. The Bill sought to make certain enforcement activities in relation to parking on private land subject to regulation under the Private Security Industry Act 2001.

Currently private security companies can be hired to monitor car parks and even follow motorists leaving their vehicles there to record what shops they visit.

Such companies are able to obtain the names and addresses of vehicle owners from the DVLA. An area of particular concern is the issuing of threatening letters demanding payment of up to £150, with a reduction to £75 if paid within 14 days leaving little time for opposition.
