European Union Bill (Failed Bill 2004/05 Session)
"A Bill will be introduced to give effect to the Constitutional Treaty for the European Union, subject to a referendum."
The Bill aimed to establish the details of a referendum to be held on the EU Constitutional Treaty. It also made provisions for the Treaty to be given effect in United Kingdom law if it approved by the referendum.
The legislation set out the question of the referendum, determines a date for the referendum to be held and also considers who is eligible to vote on the issue.
The EU Constitutional Treaty was at the European Council meeting in Brussels in June 2004. The final European Union Constitutional Treaty was agreed by Heads of State and Government of the 25 EU Member States and must now be ratified according to the constitutional requirements of each Member State.
In the UK, the ratification process begins with Parliamentary scrutiny of the European Union Bill. The passage of the European Union Bill will provide an opportunity to discuss how the Treaty should be given effect in our own law.
