Company "first" for East Lancashire pathfinder

Elevate East Lancashire has become the first housing market renewal pathfinder in the country to form a limited company.
Elevate Ltd takes overall strategic responsibility for the pathfinder programme, which focuses on creating sustainable neighbourhoods in five local authority areas in East Lancashire. The company structure enables Elevate's local authority partners to focus on delivery, and respond rapidly to operational and strategic issues.
The members of the company are Elevate's six Local Authority partners - Blackburn with Darwen, Burnley, Hyndburn, Pendle and Rossendale Borough Councils and Lancashire County Council - the Northwest Regional Development Agency (NWDA) and the national regeneration agency, English Partnerships. The Board of Directors is made up of representatives from these organisations and from the Local Strategic Partnerships, the private sector, and the community. A management team takes responsibility for the day-to-day running of the company.
The Elevate shadow board, which had been in place since 2003, approved the change to enable more efficient and clear decision making whilst clarifying Elevate's roles, responsibilities, powers and accountabilities.
Max Steinberg, Elevate's Chief Executive, said, "This represents a big step forward for East Lancashire. With all the key partners legally bound together, we are in a strong position to deliver an ambitious programme of change."
Helen France, NWDA Executive Director of Development and Partnerships and Board Member of Elevate, said, "Elevate has the potential to deliver far reaching benefits across the whole of East Lancashire and it is vital that there is a strong structure in place to focus on delivery. The Agency fully supports Elevate's goals to revive the area's housing market and create sustainable communities where people want to live and work, and we are involved in a number of projects across East Lancashire in support of housing market renewal. This is an important step forward that will cement all partners' commitment to taking this crucial initiative forward."
Pauleen Lane, Board Member for English Partnerships said, "Change can't be brought about by organisations working on their own. In Elevate local, regional and national partners have come together to support the regeneration of the local communities here in East Lancashire."
