Forum Brief: Civil Service Act

A Labour-dominated committee of MPs has drafted a bill clarifying the rules governing civil servants and special advisors.

Members of the Commons public administration select committee have decided to put pressure on ministers amid concern of possible delay from the government in introducing legislation to reform the civil service.

Jonathan Baume, general secretary of the FDA, told ePolitix.com: "The FDA would prefer the government to act as it has promised. However we share Tony Wright's concern at the lack of progress, particularly as the civil service steps up the pace of change following Sir Andrew Turnbull's appointment as new civil service head.

"An act would underpin the values of a politically impartial civil service linked to fair and politically impartial appointment and promotion procedures. An Act supported by all the main political parties would aid - not impede - public service reform. We look forward to working closely with the select committee in drafting a bill to move this debate forward".
