Government fails to convince on ID cards

Businesses and Opposition parties have said they remain unconvinced by the government's planned £5.4bn identity card scheme after the Home Office gave its latest progress report yesterday.

Liam Byrne, the minister in charge of the project, said he wanted to use the cards from 2008 to control immigration.

But shadow home secretary David Davis said the department has an "absolutely appalling record" of delivering IT projects on time and on budget.
