David Davis wants the Conservatives to unite with Labour rebels to block plans to introduce national identity cards.

Although no decision has yet been taken, Davis, the shadow home secretary and favourite to succeed Michael Howard as leader, believes that the cards breach fundamental Conservative beliefs in personal freedom.
