Top judge backs less jail sentences

Lord Woolf has called for a halt in the "continuing rise in the use of imprisonment".

In a lecture to open an Institute of Criminology at Cambridge University last night, the lord chief justice said that judges are imposing more severe sentences on criminals than the public realises.

The country's most senior judge also urged ministers to stop bringing in criminal justice laws unless "absolutely necessary".
