Universities accused of fixing admissions policy

The Times claims universities are setting targets that discriminate in favour of state school pupils against their privately educated counterparts in order to set higher fees.

The move contradicts government guidance to its own Office for Fair Access, which was meant to be charged with increasing state school applications, not places.
