Labour to pledge tax discount for volunteers

Volunteers will receive a discount on their council tax bills as part of a drive to build a culture of active citizenship and moral responsibility, the Labour manifesto will announce this week.

In a move that confirms ministerial nerves about the unpopular tax, Labour will offer a discount for people who take time out to care for older people, or work for their local community.

Meanwhile, the FT reports that the party's manifesto will promise that top performing primary schools will be freed from local authority control.

Meanwhile, the Mirror claims victory in its campaign to have Labour commit to protecting neighbours who "shop families from hell".
