Tony Blair will today announce a new commitment to out-of-hours educational activities intended to help schools stay open from 8.00am to 6.00pm.

Focusing on education for a second day in a row, the prime minister will stress classroom discipline, a huge rebuilding programme, and Labour's commitment to the "extended school" concept.
