Terror Bill sparks law-making reform
The government's anti-terrorism measures are set to become a model for all future laws.
The promise of an independent review of its Prevention of Terrorism Bill is supported by ministers who want to improve the making of laws.
The government believes there has been too little emphasis on how new Bills work in practice, meaning that faults in their drafting are left to judges to interpret through case law.
A process whereby MPs and peers review laws would transfer part of this function back to Parliament.
