BBC blueprint delayed

The row between culture secretary Tessa Jowell and Downing Street adviser Lord Birt has put back publication of the government's green paper on the future of the BBC.

The blueprint had been scheduled for release on Monday but the dispute between Number 10 and the Department for Culture, Media and Sport has delayed it for at least a week, the FT reports.

Lord Birt is thought to back plans to distribute licence fee funds around public service broadcasters and break up the corporation's board of governors, moves Jowell is understood to oppose.
