Terror suspects 'choose jail over house arrest'

The 11 terror suspects currently detained without trial under emergency legislation may refuse to leave jail rather than live under strict house arrest, their lawyers have revealed.

The detainees are to be freed from prison after Charles Clarke, the home secretary, dropped his objections to them being granted bail by the Special Immigration Appeals Commission.

Under the Home Office plans, they would not be allowed to leave their homes, would be denied access to telephones and computers, wear electronic tags and have all visitors vetted by the intelligence services.

Ben Emmerson QC, representing two of the suspects, said the conditions amounted to "a complete deprivation of liberty".

He added: "Neither wants to apply for bail under conditions of complete house arrest. I believe that is also the view of other detainees."
