The local government minister has welcomed growing interest in a pilot programme of ballots for businesses in local areas on whether to pay for town centre improvements.

Nick Raynsford said: "What's happened is that pilots have been in the vanguard, and others haven't wanted to commit until they saw what was happening. Now they see it going ahead."
