The new Metropolitan Police commissioner has said the force is suffering from too many layers of democratic control.

However Sir Ian Blair stopped short of saying which of the Home Office or Metropolitan Police Authority should be stripped of its share of control.

Meanwhile Michael Howard yesterday unveiled Tory plans for every police force to be presided over by a directly elected politician, which in London's case would be mayor Ken Livingstone.
