New push on local recycling

Civil servants are to be sent in to advise councils with poor recycling records, under new government plans.

A £5 million pilot scheme is being prepared to allow councils to offer cash prizes and loyalty points to conscientious recyclers.

The Department for Environment, Food and Rural Affairs said that ministers preferred "the carrot instead of the stick" approach.
