Swindon set for extra aid
Swindon Borough Council is to be the first local authority in Britain to franchise another to improve its services.
The council will pay £3.6 million to Kent County Council in a three-year deal to improve the effectiveness of its zero-star social services department.
The deal was brokered by local government minister Nick Raynsford.
