Oxford University is to reduce the number of UK students it recruits and look instead to foreign students to solve a funding crisis.

The decision was announced in a policy paper on its future published yesterday.

The paper says the move is essential to help Oxford recruit top staff by offering them conditions similar to those in Ivy League universities in the US.
