Howard slams crime 'surge'
Michael Howard used prime minister's questions yesterday to claim that violent crime is "out of control".
The Tory leader said that violent crime had risen, detected offences were up and detection rates had slumped since Labour came to power in 1997.
Responding, Tony Blair said that overall, crime was falling now after doubling under the Tory administration.
