The leader of a top civil service union has claimed that the rift between Tony Blair and Gordon Brown is disrupting the government's work.

Jonathan Baume, whose FDA union represents senior mandarins, told the BBC on Thursday that the chancellor's agenda was "not by any means what Alan Milburn and the prime minister want to see".
