Labour MP Frank Field has said Britain is moving from the "politics of class to the politics of behaviour".

The former minister said the breakdowns in society may need to be remedied by a clear statement of rights and duties.

The Mirror reports that the government is considering setting up a new Home Office watchdog to monitor pubs and clubs.

The new body will accredit venues that meet "social responsibility" standards.
