Environment secretary Margaret Beckett has signalled that Labour appears set to miss its main manifesto target on global warming.

Labour had pledged to reduce carbon dioxide emmissions by 20 per cent by 2010.

The warning came as Tony Blair today announces a review of climate change at a "power breakfast" for the environmental lobby.

The prime minister will detail plans for a fundamental review of climate change policy when he sets out a new five year strategy to combat global warming.
