In a speech yesterday the chancellor of the Duchy of Lancaster said the not-for-profit sector would have a key role to play in a Labour third term.

Alan Milburn called for charities to be "brought in from the cold" in the delivery of public services.

However Tory leader Michael Howard also set out his own views on involving voluntary organisations in the public sector.
