The licence fee is the best form of funding for the BBC, a committee of MPs has concluded.

The culture committee said however that increases above the rate of inflation should stop after the renewal of the corporation’s Royal Charter in 2006.

Non-payment of the licence fee should also be downgraded to a civil offence, they said.
