Ministers ponder incapacity benefit reforms
The government is considering replacing incapacity benefit with a flat-rate allowance in order to cut the number of long-term sick and disabled on welfare.
The proposals are expected to be included in a five-year plan to be published by the Department for Work and Pensions next month.
