Byers calls for 'consensus' on reform
Stephen Byers is attempting to bridge the gap between Blairites and Brownites in government by calling for a "progressive consensus" over the role of markets in the public sector.
The former Cabinet minister is using the chancellor's phrase to make the case for a defined role for private firms and practices in the public services.
